Engineering Manager

Job Description

The role provides technical and managerial leadership across the Pennsylvania Business Unit to develop and deliver the “Capital Investment Program” aligned with the company’s capital strategy. This includes operational performance, budgets, schedules, regulatory compliance, rate filings, and DSIC. The role coordinates with operations management and support personnel, ensuring consistent and efficient practices. It also works closely with corporate management to adhere to standards, strategies, and best practices.

Primary Duties/Responsibilities:

Manage direct and indirect reports supporting capital project delivery.

Develop annual and medium-term capital plans with engineering, operations, and management support, meeting operational and financial goals.

Ensure successful capital investment program delivery, including budget, schedule, and performance objectives.

Drive project delivery efficiency through standardization and alternate procurement methods.

Provide monthly capital project status reports to local and corporate management. Manage budgets, forecasts, and plan changes.

Oversee preliminary engineering, studies, pilot testing, budget development, project reviews, and funding approvals.

Select and manage engineering and other consultants for projects.

Develop technical, bidding, and contractual documents in line with corporate guidelines, including unit agreement negotiations.

Manage sub-contractors, ensuring projects are delivered on time and within budget.

Oversee field and contract personnel to ensure timely, budget-compliant assignment completion.

Provide technical expertise on engineering and operational issues.

Collaborate with Corporate Planning on company master plans, ensuring project alignment.

Ensure corporate Technical and Environmental Health and Safety/Security standards in designs.

Maintain relations with external entities and regulators to ensure compliance.

Manage and support environmental and governmental permitting processes.

Act as an expert witness in company filings.

Qualifications:

Education/Experience/Background:

Bachelor's Degree in Environmental or Civil Engineering; Master's Degree preferred.

Minimum 10 years managing design and construction projects for water utilities, including supply, treatment, pumping, storage, transmission, distribution/service lines, and metering systems.

Minimum 5 years managing engineering and related professional staff.

Experience with private utility business and regulations.

Experience in developing and delivering capital plans linked to operational and business needs.

Knowledge of environmental regulatory framework and permitting, including drinking water standards.

Knowledge/Skills/Abilities:

Strong leadership, motivational, and change management skills.

Strong organizational and project management skills; ability to prioritize and meet goals.

Effective communication, presentation, and reporting skills.

Experience with alternate project delivery methods.

Proficient in computer skills (Google, Oracle PeopleSoft, Power Plan, hydraulic modeling).

Financial analysis skills, including budget management, project risk assessment, and basic accounting knowledge.

Fundamental knowledge of operational technologies (SCADA, GIS, hydraulic modeling, work and asset management systems, AMR/AMI).
